　　　　　將公共政策依其性質加以分類，是政策領域的研究議題之一。分類的好壞或適當與否，完全取決於能否滿足研究需要，並對研究標的做到精簡而有充分的說明或涵蓋。本文目的是對前輩學者有關政策分類的文獻著作，作一整理分析，然後說明筆者如何參考前輩著作，推論出「內隱政策、外顯政策」的政策新型分類。

　　　　　The policy typology is one of research issues of public policy. The adequency of classification must satisfy the research needs, and also has two characteristics: less types and more coverage of policy target. After reviewing the dominant literatures, this article presents another new types: latent policy and manifest policy.
