　　　　　前行政院孫院長於民國六十七年六月二十八日巡視司法行政部時，鑑於少年犯罪問題日趨嚴重，乃指示該部著手研擬「防制青少年犯罪方案」，以加強防制青少年犯罪防治工作。因為該方案執行已愈十四年餘，青少年犯罪問題則仍然每況愈下，故行政院研考會委託學者進行評估研究。本項研究論述諸多評估理論的內涵，包括傳統理論及理論導向評估等方面。至於研究方法，為顧及互補不同方法之優缺點，而應用準實驗法，文件分析法、問卷調查法及田野研究法等。資料分析則兼採用迴歸分析，因果模型，時序分析等統計方法。本研究結果發現詳如下述: 一.本方案涉及的單位太多，缺乏一個協調整個的統籌機構，負責執行。二.本方案缺乏專款專用的經費，均在例行經費下勻支。三.執行之工作項目多而雜且不明確。大多是各機關將其職責內之工作項目加以拼揍而成的。故建議改進方案的策略如下: 1.強化機械間的協調功能。2.成立跨部會的「方案決策小組」。3.借助民間的社會資源。4.更正方案的名稱為「行政院各機關辦理防治少年犯罪會報」。
