The purpose of this study is to extend the use of the data envelopment analysis(DEA)approach, developed by Chames, Cooper and Rhodes[13], and the measurement of relative effectiveness, developed by Chang. Hwang and Cheng[12], and which proposes a mathematical programming model for measuring the environmental quality in 23 administrative regions of Taiwan in1992. At the same time, this paper also modifies the model for measuring the effectiveness change of anorganization, proposed by Chang, Hwang and Cheng[12], to become a model for measuring the change of environmental quality, and use the model to determine whether the change of environmental quality of the 23 administrative regions in Taiwan moved forwards or backwards between 1990 and 1992. The model in this paper can be used to measure the relative environmental quality and relative environmental quality, change under multiple criteria, wherein each criterion represents a familiar environmental index. The detailed steps in application are described. The case in this paper also can provide useful information for generating directions for making improvements.
