　　　　　本文的目的，在於探討第三世界國家軍人干政的因素，以提供讀者對軍人干政現象的理解。透過對幾位較具有代表性學者的文獻的分析，歸納出軍人干政的因素出自內在和環境兩方面。內在因素方面，包括 (1) 軍隊組織特性，如：凝聚力、自主權和專業主義； (2) 軍人個人動機，如：使命感、專業自信和個人利己動機；(3) 政治覺悟程度；(4) 軍官的政治態度。環境因素方面，包括 (1) 社會因素，如：社會分裂和衝突、軍官團的中產階級背景、群體主義和地區利益；(2) 經濟因素，如：經濟蕭條和刪減預算；(3) 政治因素，如：文人政府執政失敗、政府點法性降低、文人政府擴大對軍隊的依賴和政治制度衰朽。任何政治事件的發生，往往不只一種因素所造成。因此，解釋某種政治事件，多面向或多因素的分析，往往是更為可行的途徑。本文所涉及的軍人干政現象，由於地區不同，背景各異，特別是內在動機的隱藏性，難以由單一或有限的因素來解釋或預測干政的發生，因此，綜合或多因素的分析途徑，對於瞭解第三世界國家軍人何以干政應是較為可行的方法取向。
