The purposes of the research are to understand the condition and problems of physical environments of children's room in public rural libraries when the policy of subsidy to built rural library which had been accomplished two years later, and to find the reason why some of them did not set children's room within the library. The survey was conducted mainly by mailed questionnaire which was sent to the librarians of the total 217 rural libraries in Taiwan. In the findings, the main reasons they did not set children's room within the library were suffering the problems for lack of space, budget and manpower. Interestingly, the problems occured in most existing children's room were similar in the shortage of manpower and space which seems more seriously than before.Besides, it is also found that the frequency of class-visit to children's room was not directly to the relationship of the distance and location between the library and primary school nearby. The children's reading behavior there were significantly influenced by the condition of paving materials (carpeting). The lack of guidelines for librarians and designers to programming building facilities is the main reason why so many libraries can not offer good physical environments for their younger patrons. much in common with the seven-point advantages of film viewing in the English classroom as espoused by most EFL theorists.
