美國經濟社會及高等教育的變遷及相互作用,凸顯了公立大學所承載的社會責任與使命期待。作為美國公立高等教育的典范,加州大學確立了促進社會流動、維護社會公正的核心價值和辦學取向,積極開展多種教育推廣項目,持續擴大辦學規模,科學實施招生錄取,努力調控收費增長,加強學生經濟資助,合理設置學科專業,全面保障教育品質,切實培植多元文化,在促進弱勢階層子弟向上流動方面展現了有力的作為和良好的成效,獲得了公眾的好評。加州大學在促進社會流動方面的成功經驗,為中國大學提供了強化促進社會流動的價值認同、促進國家相關政策的變革創新以及加強大學相關制度建設與政策行動等重要啟示。

Triggered by the changes of the economy, the society and the higher education of USA and the interaction among the above three sectors, the emphasis on the social accountabilities and mission expectation of public universities has been increasingly prominent. In this special social background, as a model of US Public higher education, University of California set up the core value and university mission of promoting social mobility and maintaining social justice with the aim of the public interests. University of California has actively implemented a variety of educational outreach programs, continuously expanded its university scale, scientifically carried out the student enrollment, consciously controlled tuition increase, strengthened the financial aid for students, reasonably projected disciplines and majors, industriously ensured educational quality and constructed the diversity culture and inclusivity spirit, which demonstrated the powerful action and remarkable results of the university’s promoting social mobility for students from those disadvantaged classes. These effective measures and perfect achievements earned a highly recognition and praise from the media and the public for the university. The case of UC’s promoting social mobility is useful for Chinese universities to upgrade their functions of promoting social mobility because of its enlightenment of both value and technical level.
