本研究旨在從政治、經濟、社會等層面，採取歷史、分析、比較等方
法，探討1945年以來台灣地區公營事業之演變，評估其在公平與效率面『
均富』之正負功能，對公營與民營政策提供建議，以作為公營事業未來發
展之參考。共分為七章，各章內容大要如下︰第一章導論，說明研究之目
的、方法、特點；第二章公營事業理論之回顧；第三章台灣地區公營事業
產生之時代背景；第四章探究台灣地區公營事業之範疇及其功能；第五章
對台灣地區公營事業之評估；第六章探討台灣地區公營事業未來民營化之
發展，研擬增進效率與公平之民營化途徑；第七章是結論，綜合以上研究
，提出重要發現六項，並對公營事業未來發展提供政策性建議七項。

From the levels of politics, economics, and society, this
thesis, by way of historical, analytical, and comparative meth-
ods, studies the development of the public enterprisein Taiwan
area from the year 1945 to 1995, and evaluate the positive and
negative function of this enterprise on efficiency and on just-
ice. Also, this study tend to make some suggestions for whether
an enterprise should follow the policy of being public or priv-
ate, in order to help decide the future development of nowaday
public enterprise here.
This thesis is divided into seven charpters. The 1st chapter,
Introduction, mentions the goals, the methods and character-
istics of this study. Chapter Two looks back on the public
enterprise''s theories. Chapter Three studies the backgrounds of
the public enterprise in Taiwan area. Chapter Four investigates
its scope and functions. Chapter five appraise its efficiency.
Chapter Six inquires into future privatization development of
the public enterprise to approach to efficiency and justice.
Chapter Seven shows six inclusive points accrding to the above
research and seven suggestions for the future development of
the public enterprise.
