本研究透遛相督文獻及現行法令之回顧整理、專家學者訪談及座談會意見綜整，從行政組織、法律制度、計畫執行、規劃作業等層面，深入探討我國整體運輸計畫推動的重大問題。經探討發現我國整體運輸計畫主要問題包括組織問題、法制化問題、經費問題、執行面問題、規劃作業內容問題等五方面。經由本研究對各項問題的釐清與剖析，可供作進一步研擬改善對策，並建立整體運輸計畫體制的基礎。

　　　　　This paper overviews related literatures and regulations and summarizes viewpoints from transportation specialists and scholars in order to investigate the problems of the execution of current integrated transportation plan. Five typical issues have been identified, including organization, law and legislation, budget mechanism, implementation, and planning process and contents. The findings of this study would be helpful in improving current transportation plan problems and promoting future transportation plan legislation.
