　　　　　們從歐盟1995年7月公布《對中國長期政策》與1999年2月通過《與中國建立全面夥伴關係》決議文件之後，歐洲國家政府明顯而普遍地開始思考新的中國政策。歐盟與中國人陸現存的合倫架構主要為推動雙邊的政治對話、經濟談判與文化教育交流，長期目標則著眼於對其和平演變。相對地，歐盟的對臺政策雖不曾脫離政經分離的原則，卻亦很難接受中共對臺動武。本文主要係以宏觀的角度來可視歐盟與兩岸關係發展的變化，同時就前述的兩項決議文件，試圖釐清歐盟對兩岸世紀政策的走向。
　　　　　Since the European Union announced "Long Term Policy towards China" in July 1995 and Resolution for "Building a Comprehensive Partnership with China" in March 1999, a change of tone and substance is detectable in European governments' China-policies. The only goal of the existing framework for EU-China cooperation (political dialogue, economic negotiation, cultural and educational exchanges) is EU maintains a policy of "separation of diplomatic recognition and economic interaction" with Taiwan. The purpose of this paper is to examine the changing nature of EU-Cross Strait relations and to identify some of the key drivers determining the direction and scope of this relationship. In another words, this paper takes a broad overview on the development of EU-China and EU-Taiwan relations with a particular emphasis on the EU's two documents.
