在公共設施廠址選定過程中，鄰避情結（Not In My Backyard，簡稱NIMBY）是世界各工業化國家普遍遭遇的現象，故鄰避主義(NIMBYism)的研究一直受到實務界與學術界的重視。產生鄰避情結的公共設施，通稱為鄰避型設施，往往導致公共政策的制訂經常出現政策癱瘓(policy paralysis)或政策停滯(policy stagflation)的現象，乃成為當代政府機關必須積極面對的公共課題。本研究旨在探討鄰避設施中鄰避情結現象的因素結構與因應策略。本文以六家民營化發電廠為研究對象，依文獻分析結果，歸納出六項構成鄰避情結的因素：（一）健康與財產問題；（二）環保回饋問題；（三）生活品質問題；（四）專家決策獨裁問題；（五）信任差距問題；（六）黑白道介入問題。研究方法首先就電廠管理者與附近社區民眾進行深度訪問，受訪廠商涵蓋台灣全島，從北部的長生與新桃電廠、中部的海渡電廠、南部的麥寮與嘉惠電廠、以及東部的和平電廠等。社區民眾則以電廠附近的村長及自力救濟團體的領導人為訪問對象，總計約三十人；最後針對電廠所屬鄉鎮居民隨機選取二百六十人進行電話調查。本研究建議：成功的廠址設定必須從政府管制、社區參與、市場基礎三大類策略著手，以化解民營電廠興建過程中的鄰避現象。

In public facility construction procedures, NIMBY (not in my backyard) syndrome has always been a focus of planning practitioners and researchers. By focusing the study on the procedures related to site location of Taiwan's privatized electric power plants, the author examines factors leading to NIMBY and how, it was settled. These include: health and property problems, environmental compensation, impact on living standard, expert-centered participation, credibility gap, and local politics. The author proceeded to frequently and intensively visit both representatives of six power plants and the people of the neighborhood of the sites. At each site we interviewed either the factory manager or the person in charge of community relations for the plant. For the local people we interviewed the community leader and the self-help group representative of the community. A total of 30 individuals participated in the survey. Next, through the Computer-Assisted-Telephone-Interview (CATI) system, the author also conducted phone interviews with an additional 260 persons, using the local phone directories as a sample source. The paper concluded that in order for a plant location proposal to be executed smoothly, it has to comply with government restrictions, actively involve the community, take into account market research and go through policy debate.
