Based on the Theory of New Institutionalism, this article intends to analyze the functions of and interactions among the three top decision-making bodies - the Politburo, its Standing Committee and the Central Secretariat - within the Chinese Communist Party. This article also tries to gauge the degree of institutionalization of CCP’s decision-making bodies based on CCP’s organizational principle, democratic centralism, along with an exploration of its decision-making mechanisms by assessing the role of CCP’s Secretary General in Chinese politics.
