本研究旨於針對台灣原住民及美國印地安人的教育政策進行比較分析，並藉由台灣原住民與美國印地安人高中生的學校教育經驗進行理論與實務的對話，希望可以提供未來兩國原住民修訂相關教育政策的參考。首先，我們針對台灣原住民與美國印地人教育的相關背景因素進行探討，接著本研究嘗試以「教育政策分析模式」（EPAM）為分析的起點，從均等、卓越、效率、選擇、新左派、新右派、全球化與本土化等層面切入，作為探討與分析台灣與美國原住民教育政策的重要依據，同時在2003年到2004年，研究者在台北市與洛杉磯地區各選取一所高中作為質性研究的田野，嘗試與文獻分析及文件分析的結果相互印證。我們發現台灣政府與美國政府對原住民教育政策上有相當類似的發展，均以教育機會均等為原住民教育政策的主要訴求，希望兼顧行政效率與學生選擇，並希望持續朝卓越的目標前進；同時，由於新左派與新右派的對話，全球化與本土化的辯證互動，也為原住民教育政策提供持續改進的可能。
