If there are no completed and elaborated plans that related to the development of south area of Taiwan, especially in Kaohsiung, it is probably to take shape for polarization effects so that the resources will be moved to concentrate in north area of Taiwan apparently, when Taiwan high speed rail (THSR) began to service on 2007. Therefore, how to utilize the advantages and avoid the defects formed by THSR such as transferring polarization effects into trickling-down effects to make Kaohsiung a successful, international city is based on the functions of integrative regional development and strategies which connected with local knowledge and cultural context of south Taiwan. This study suggests four main strategies for developmental planning to keep and attract resource by HSR: solar energy industry center, Asia culture and sports center, Asia-Pacific aviation and logistic center, tourism and medical center. We referred to relative theories about the development of high speed rail and the operative practices of foreign countries, such as Shinkansen in Japan, TGV in France and ICE in Germany. Accordingly, these four strategies will be fitted the environmental features and cultural context of Kaohsiung area to develop an innovative and creative region of south Taiwan in the age of post-HSR.
