題名:公部門人力投資成效之衡量:以高雄市政府為例

本研究除了建構公部門在人力資源的投資成效評量指標之外,並且作為公部門在人力投資缺口與與成效上的總體檢,以及組織未來人力投資規劃與人才培訓計畫的參考指標,以期進一步提升公務人力素質,協助公部門提升競爭力。因為公務員的素質是決定提昇國家競爭力之重要因素,關鍵在於能否有效的投資開發人才及培育優質的公務人力。人力資本的投資比非人力資本的投資回報高 (Becker, 1992),但是台灣尚無一套適合的評量指標,來評估整體公部門的人力投資成效。如能透過推行政府人力投資之成效評量,將可促進內部成員溝通、團隊合作並達到激勵效果,並可作為市府各局處在人力資源投資成效上的自我體檢及未來人力投資規劃的參考指標。本研究成果將可為公部門制定人力投資的策略方向,並提供各單位具體的建議,以作為公部門組織診斷之依據。本研究經由文獻、訪談與統計分析,得出七項評量指標之整體架構,最後使用結構方程模式 (Structural Equation Model) 來驗證各構面之間的關係。
