提　　要 「全民國防」是全體國民共同參與戰爭準備的一種型態，是以國防武力為中心， 以全民防衛為關鍵，以國防建設為基礎，全國百姓共同來捍衛國土，維護國家安全。 對於一個國家而言，「安全」一直是被放在第一位，此觀點也更加地突顯出全民國防 教育的重要性。當前中共「三戰」的攻勢作為已符合其所謂「損小、效高、快打、速 決」的戰略指導原則，面對中共的威脅與世界潮流的發展，我國更應該普及全民國防 教育。本文簡略描述全民國防的概念，並以國家安全的角度，來剖析全民國防教育的 重要性，進一步地針對我國與中共全民國防教育的發展現況進行比較研究，從中探討 出更加具體地全民國防教育內容，藉以反思與精進我國全民國防教育的實施方法與未 來發展方向，透過「以敵為師」的思維模式，使我國人民能共同重視國防教育，讓部 隊官兵與民心士氣相結合，國家便能更加富強。

Abstract “All-out defense＂is a type of the people participating warfare preparation, which is to defense force for a center, whole people guard for a key, the establishment of national defense for a foundation and the whole country people guard territory together, protect national's security. For a country to say,“security＂has been set to the first site. This viewpoint has more showed the importance of all-out defense education. At the present,“media operation, psychology operation, law operation＂of the mainland China attacking has been conformed to what called a strategy guide principle of“loss less, efficiency high, attack fast, decision rapidly.＂Under the threat of the mainland China and development of world trend, we should popularize all-out defense education. The research briefly describes a concept of all-out defense, and analyses the importance of all-out defense education by the approach of national security. Furthermore,according to the development of all-out defense education between Taiwan and Mainland proceed to compare and study, and discuss to the content of all-out defense education precisely, and think and strengthen the method of implement and direction in future about all-out defense education. Through a thinking pattern of“as enemy as a teacher＂, our citizens can value education of defense, and make soldiers in military and feelings of the citizenry combine. Therefore, our nation will be more rich and strong.
