由於國家安全影響因素已日趨跨國化與複雜化，國家安全維護工作已具高度企業組織化傾向，因此傳統以軍事安全威脅為主體所形成的國家安全戰略行動體系，已不足以有效因應全球化之發展。一個完整有效的國家安全戰略行動實應涵括廣域空間的國際視野與歷史縱深的戰略心靈，亦即包括橫覽國際情勢的國際眼、前瞻戰略思維脈絡的戰略腦與窮究行動能力開展的文武行所構成的國際戰略行動能力理論與實踐體系。藉由觀念共享的社會建構文化認知觀點指導，開創互助共利的國際眼，建立國家利益的宏觀視野，再據此以國家安全思維研究、國家安全政策教育與國家安全機制訓練相互指導與支持的鏈結，建構戰略腦，延續國家利益的民族脈動，最後再依循戰略行動要義結合體驗教育途徑，開創文武行，豐富全民陸海空域國際戰略行動能力，為能力導向的國家安全戰略體系創造理論建構與實踐的發展空間。
Due to state national security affect factors have become increasingly complicated and transnational, the maintenance work in national security, has been highly tendency organization, so the traditional military security threat as the National Security Strategy major action system has been insufficient to develop an effective response to globalization . A complete and effective theory and practice of national security strategic system should really is all-up action capabilities that covers a wide area of international perspective and historical depth strategic feelings, including International-eye of cross view of international situation, forward-looking the strategic context of strategy-brain and carry out all actions of civil and military capabilities. With the shared concept of social constructivism guidance, creating co-operation and mutual benefit of international eye, to build a macro perspective of national interest, according to this, then using the mutual support and guidance links of national security thinking study, national security policy education and national security mechanism training to construct strategy-brain, for the continuation of national interests of nation impulse, finally follow the action nature of strategic meaning and combine experience educational approach to create civil and military actions, enrich universal land, sea and air field international strategic action capabilities, so as to create development capacity for the theory and practice of capability-oriented national security strategy system.
