所有的運動在發展過程中，為了符合競賽之公平性、可看性及因應時代潮流之變遷，都會不斷的修訂比賽規則。2010年柔道比賽規則的修訂經國際柔道總會（International Judo Federation, IJF）在2009年多項國際賽會中測試受廣泛認可與支持，為致力維護保存「柔道為具體正面之身、心教育本質」以及健全永續發展柔道運動，讓柔道運動員在公平、公正的比賽規範內，發展高強度、快節奏同時全面又多元化的柔道技術與柔道運動精神，使運動員在比賽中發揮精湛技術，增加比賽流暢度與精彩性，提高民眾觀賞競賽的可看性。而極端的防禦姿態、黃金得分延長賽、裁判員制度之修訂及禁止動作判予犯規輸之規則等等的巨大改變，嚴重影響運動員與教練的訓練模式，應全面性瞭解規則，在訓練、技術、戰術及比賽各方面，要重新思考擬訂合適運動員的訓練處方及有效策略。

In accordance to the fairness and appreciation attraction of competitions, conforming to the trend of times, it is necessary to revise the refereeing rules with the developing process of all kinds of sports. That is the reason why International Judo Federation, IJF, would change refereeing rules for competitions in 2010 and decide the new rules that had proceeded to experimentations tested during IJF competitions in 2009. Due to maintain the nature that Judo is a physic and mental education system, as well as continue developing Judo perfectly and forever, the fair and just refereeing rules will enable judo contestants to display their strength, rhythm and comprehensive technology, as well as to express Judo sportsmanship, so that people will be attracted to their splendid performance and more willing to appreciate judo competitions. The new rules like extreme defensive position, the gold score extension overtime period, the revision of refereeing system, Hansokumake and so on have brought a big change to athlete and coach's training pattern. It is time to completely understand the new refereeing rules and ponder over the training, technology, tactic, competition and various aspects to make the appropriate athlete's training prescription and the effective strategy.
