本文主要目的係回顧現今世界各國國家品質獎之推動情形與所產生的效益,並針對其遭遇的困境加以彙整說明。透過該領域相關文獻回顧,本文進一步針對遭遇困境的背景與可能原因進行評析,以及卓越經營模式未來的展望提出下列四項建議,以供後續學術研究與實務應用之參考:(1)整合規劃面、作業面與改善面的管理工具,使卓越經營模式更趨於全面性與完整性;(2)促進組織內部流程的各運作環節與卓越經營模式接軌,進而培養全員參與及持續改善的文化;(3)建置情境式卓越經營模式,以符合不同企業屬性的需求;(4)加入實務經驗與科學驗證作為卓越經營模式修正依據,以達成易用性與有效性之功能。上述各項回顧內容與建議在本文有進一步闡述。
This paper aims to retrospect the lessons learned from National Quality Awards (NQAs) that have been popularly used all over the world in the last two decades. It includes a review of the advantages and disadvantages of implementing the models for quality and performance improvement. The probable reasons for causing the disadvantages are also investigated. Based on those raised probable reasons, the authors propose four suggestions to prospect what the business excellence model should be in the future. They are: (1) the uses of management tools on planning, operation and improvement should be treated as a part of business excellence model; (2) the existing management systems and daily operations should be seamlessly included in the business excellence initiative; (3) the contingency factors should be considered in the business excellence models; and (4) the adjustments of the models should be in accordance with the empirical and scientific evidences. The argumentations in regard to above reviews and suggestions are further presented in the text.
