One of the recent progresses in the UN human rights mechanism has been the monitoring of human rights implementation by state parties, and the UN Office of the High Commissioner for Human Rights (OHCHR) has accordingly developed tools for this purpose. This article introduces the Human Rights Indicators developed by the OHCHR, including its conceptual framework and application, and discusses the limitations on data disaggregation when the indicators are applied to specific target populations. The article further proposes that, for the purpose of monitoring the implementation of the Convention on the Rights of Persons with Disabilities, a set of indicators should be constructed specifically for persons with disabilities, in addition to the general indicators prescribed by the UN guidelines.
