本研究以桃園市政府家庭暴力暨性侵害防治中心連續接受10年公益贊助的「健康保貝‧弱勢兒童及少年健保補助計畫」為主題,藉由訪談此計畫當時設計之重要關係人與運用此計畫的實務工作者等,來探究「桃園市健康保貝‧弱勢兒童少年健保補助計畫」的緣起、合作及轉變,以供社會各界公私協力之參考。本研究發現「桃園市健康保貝‧弱勢兒童少年健保補助計畫」的成形,係政府與企業雙方有意、多方共利,加上中介組織穿針引線而似不謀而合,又因當時弱勢兒童及少年就醫需求,故有著多方因緣俱足而成形。合作過程中的關鍵為符合各方合作單位「共同期待」,合作內容亦滿足合作單位「個別需要」;持續合作因素則是政府部門社工人員專業的專業把關。
Research topic is "Health Insurance Program for Children and Youths: Premium Subsidies Project of National Health Insurance for Disadvantaged Children and Youths" of Domestic Violence and Sexual Assault Prevention Center of Taoyuan City Government upon public welfare sponsorship for successively ten years. By interviewing important design personnel of the project and the practical workers who apply the said project, this study explores the origin, cooperation and change of "Taoyuan City Health Insurance Program for Children and Youths: Premium Subsidies Project of National Health Insurance for Disadvantaged Children and Youths" as reference for public and private sectors in the society. According to research findings, origin of "Taoyuan City Health Insurance Program for Children and Youths: Premium Subsidies Project of National Health Insurance for Disadvantaged Children and Youths" was based on the intention and profits of government and enterprise and the assistance of medium organization. Besides, at the time, there was the medical demand of disadvantaged children and youths. Thus, the project was established. The key factor in cooperation process was to meet the "expectation" of different sectors. Cooperation content also satisfied "individual requirement" of the collaborative units. Continuous cooperation factor was professional supervision of social workers in government.
