　　　　　比較公共政策為興起於七O年代末期的研究領域，近年來，隨著跨國性公共政策議題的出現，如溫室效應、AIDS、貿易保護、智慧財產權等，促使比較公共政策的急速竄起。本文首先分析比較公共政策的興起背景，其次從政策概念、國家比較、比較方法、分析架構四個角度研討比較公共政策的方法論內涵；同時，作者進一步指出目前比較公共政策所遭遇到約五項問題：1.變項太多的問題、2.國內多元性的問題、3.中央與地方政府的責任分攤問題、4.價值偏見問題、5.資料信度問題。儘管如此，作者肯定比較公共政策的研究價值在於：第一、拓展比較研究的基礎;第二、避免文化拘限的結論;第三、可以進行準實驗。最後，作者認為比較公共政策的未來發展應該朝著下列方向而發展：第一、質化方法的重視；第二、政治體制與國家分類的比較研究；第三、國家自主性問題的比較研究。
　　　　　The study of comparative public policy is a newly emerging field in policysciences during the end of 1970s. The rising of these international problems such asGreenhouse effect, AIDS, trade protection promote the needs to study these publicpolicies in a global and comparative basis. This author began with thecomprehensive examination of the methodology based on the concept of policy, state,the comparative methods, and its analytical framework. The author then pointedout that five critical problems have to be solved: (1)too many research variables; (2)the problem of intranational diversity; (3)the division of responsibility and authoritybetween central and local government; (4) the bias of value judgement; and (5) thereliability of data sources. Finally, the author urges to pay much attention to thedevelopment of qualitative methodology, the comparison of political systems andstates, as well as the comparative study of state autonomy.
