　　　　　據聯合國狹義的定義，家庭政策目的在解決及預防家庭產生問題，並視家庭為一個整體（wholeness），以「家庭福祉」（family well-being）及強化家庭功能為政策制訂的指標，藉由「家庭福祉」及整體家庭需求滿足，而促使家庭中「個人福祉」（individual well-being）及個人需求得以滿足。 　 本文目的在從家庭政策觀點檢視我國現行殘障福利政策。首先探討殘障家庭的困難與需求；第二，根據有關文獻，就家庭政策的定義與爭辯予以分析討論；第三，從相關的家庭理論或觀點、「以家庭或社區為中心」之殘障福利服務發展趨勢、及社會變遷導致家庭結構與功能變遷觀點，提出殘障福利政策有必要視家庭為一個整體，以強化家庭功能分享家庭責任做為未來修正的目標。最後對我國現行殘障福利措施之檢視內容包括：（1）是促進家庭與社會整合或是與社會隔離？（2）是以「家庭福祉」或以「個人福祉」為目的？（3）是否對家庭有支持性功能？（4）是增強家庭功能，或是減弱家庭功能？（5）對家庭的影響是明顯的（explicit）或是隱含的（implicit）? 　 根據本文探討的結果，就殘障福利而言，我國尚未發展以「家庭福祉」及強化家庭功能之全國性家庭政策；而現在之殘障福利措施，其中社區化小型的日間托育、居家生活補助及臨時短期托育服務（在宅服務）可謂為是「以家庭或社區為中心」的家庭支持性服務，可達到強化家庭功能即以家庭福只為目的。然而居家生活補助需要家庭收入資格鑑定，仍為一種有標籤之補償性與選擇性的福利政策；而臨時或短期托育服務（在宅服務）只有針對台北市市民，是一種地方政府的政策。 本文建議未來殘障福利政策，不但要考量殘障者「個人福祉」，發展人性化「以家庭或社區為中心」的服務模式，同時也要顧及「家庭福祉」視家庭為一個整體，藉由強化家庭的功能，影響家庭中每一位成員的個人福祉。
