要了解立法機關運作之全貌，要從制度面及實務上之運作面觀察，方能深入了解。本文舉委員會之運作面向作深入分析，以委員會為議事運作的核心，詳述各國現制及我國運作動態，並提出改進建議，應對議事效率有所助益。

　　　　　To understand the details of the operation of legislature, we would analyze the system and the practical politics. The subject was divided into four dimentions for further analysis as follows: (1) From the discussion-operation of the committee, the systems among countries, the dynamic operation in our country and some promoted suggestions to improve the efficiency of our parliament were presented. (2) In party politics, the parliament groups usually play the most important role of policy negotiation. The research on the subject and the observation and analysis of the systems among countries has been evaluated. (3) With the establishment of the confirmation-hearings system, one perfect system of confirmation-hearings could be established by learning the other countries as the models. (4) With the basis of analyzing the existance and development of benefit groups, the importance of establishing a lobby-system shall be illustrated.
