近來有產業總會能否設立之議，吾人經由歷史研究、他國比較以及個案實證分析 ，研究結果，可知由解釋論使可解決此一問題。亦即，由「解釋論」便可成立產業總工會。

　　　　　There is arguement about whether the corporation union's superior organization can be allowed in R.O.C. currently。 This study tell us that the 「 explanation method 」 is available to solve this problem。In other words, in the method of 「 explanation 」, the superior organization of corporation union can be founded in R.O.C.。
