The libraries in the higher educational institutions have seen more financial constraints than ever before in the past few years. Seeking out the possible ways to survive the budget cuts has been the main issue of the operational and managerial levels. As a matter of fact, libraries in the higher educational institutions in the United States had gone through the same processes two decades ago and some vital strategies had been developed. The purpose of this study is to reveal the approaches been taken which could be good sources for our references. Fundraising programs are also discussed in this paper.
