內政部所提地方制度法的規範，未來將給與縣市政府有較大的財政、人事、行政 裁罰與立法等權利，但在地方政黨生態、黑金生態的壓力之下，是否能正常運作，頗令人憂 慮。 因此， 精省後仍宜在相關法律、法規乃至政策的配合之下，做好配套改革工作：（ 1 ）有效、合理分配國家資源（人力、財政與發展）；（ 2 ）改善中央與縣市關係；（ 3 ） 釐清各級政府間的權限劃分； （ 4 ）重視省未來監督縣市自治及若干未來可能扮演的區域 政府之角色、功能；（ 5 ）儘速完成精省之相關配套立法工作；（ 6 ）重視及改善縣市、 鄉鎮市選舉與提名制度，加強地方政府與議會任及能力。同時研究改善地方政府府會衝突途 徑；（ 7 ）致力區域重劃，強化地方政府發展職能與經營效益；（ 8 ）加強地方政府間的 合作與合營關係。才能緩和精省的後續衝擊，及有效提高地方政府的行政與自治效能。

　　　　　According to Local Government Act, which was drafted by Internal Affairs Ministry, County Government shares much more power in finance, personnel, administration, discretion and law-making. But under such a circumstancem which is with a very bad party and mafia-money ecology, it has been distorted seriously on local politics and government. Therefore, it's necessary to develop some measures to deal with these challenges: （ 1 ） Redistribute national resources reasonably. （ 2 ） Emphasize the provincial supervision role on county autonomy. （ 3 ） Improve the relations between central and county government. （ 4 ） Divide power boundaries among central and local government. （ 5 ） Rebuild the regarded legal system for the down-size of Taiwan Province. （ 6 ） Improve Taiwan local political ecology to meet the need for the new local autonomy structure. （ 7 ） Replan the regional governments. （ 8 ） Improve the corporation and partnership relations among local governments.
