     電話調查的最終目的是要估計目標母體中我們感興趣的未知參數,諸如對某特定人事的滿意度、支持度、收視率.....。 而電話調查的過程,包括議題選定、問卷設計、抽樣(電話號碼與戶中抽樣方式)、可能狀況(例如拒答、答錄機、忙線、無人接聽、空號、無合格受訪者、傳真機、非住宅電話等)之處理、追蹤電話之作業與時機、加權估計、訪員管理與績效控制,以及最後對結果的闡釋與解讀等,其中的每個環節都可能會影響到結果表現。基於對參數估計有高精確度(即參數估計量的變異數小,因此有效樣本數要足夠大)、高準確度(即參數估計量的偏差小,因此電話調查抽樣之覆蓋率回應率要高),以及高效率(即平均獲得有效樣本之單位成本要低,因此要減少徒勞無功的追蹤電話、拒訪電話人及非住家電話的機會)的期望,本文初探性的提出將田口參數設計應用到電話調查的架構,以期能同時權衡上述三個標準,建立「穩健」的電話調查程序。此外,我們也訪問9家國內知名的調查機構,以瞭解國內進行電話訪問的現況與作業方式, 並且和美國的調查機構進行比較。結果發現,我國調查機構所使用的電話調查程序都明顯的比較不嚴謹、缺乏效率,以及有比較大的系統偏差大(準確度低),因此亟需建立一套穩健、標準化的程序來提高國內電話調查的水準與品質。
