在人類的發展歷程中，政治與科技一直有著相當程度的互動關係，政治角色經常是伴隨著科技的型態而改變，這種現象在即將跨入廿一世的今天更是明顯，因為衛星傳播所具有的無遠弗屆的特性，改變了人類與環境的關係，也改變了國家主權的概念，因此，本文即是透過衛星傳播特質的分析，來說明衛星傳播對國家主權概念所產生的影響。

　　　　　In development of human history, politics and technology have had always mutual relationship for centuries. The role politics always accommodates the growth of technology. Satellite communication, obviously on the pathway to the 21st century, has shortened distances among people, created new relationship of people and enviornment, and crossed the borders of nations. In the light of the descriptive facts, this thesis is to analyze how satellite communication affects the national sovereignty.
