在日本現代社會,"武士"早已退出歷史舞臺,如今,管理日本鄉村社會的是"篤農家"和村落精英,即村落中的"鄉紳"。他們是村落自治的主體,各顯其能,身體力行,發揮著村民與政府溝通以及引領村民的作用,為穩定、發展村落社會做出了貢獻。日本在鄉村治理方面有很多經驗,特別是調動本地人才積極性方面的成功經驗,值得我們思考;而摒棄官方與民間的二元框架,給鄉村更多的自主空間,讓有志於鄉村建設,真正代表農民的"鄉紳"發揮作用這一點,對於中國新農村建設更具啟發意義。

"Samurai"has quit the stage of history in modern Japanese society,and the management of the rural society of Japan is dependent on"devoted farmers"and the village elite,namely,the village gentry as the subject of the village autonomy with strong devotion and abilities of various kinds,playing a role of an liaison between the government and the villagers as well as the leader of the villagers,and contributing much to the stability and development of the village community. It is beneficial to learn the good Japanese experience in the rural governance,especially the successful experience of motivating the local talent,and the experience of abandoning the dual framework of the government and the people through giving more autonomy to the devoted"rural gentry"as the representatives of the farmers,which should have much significance to the new rural construction in China.
