Under the background of national security strategy of keeping the social stability in Xinjiang,and regarding the realistic dilemma caused by lacking industrial development potential in XPCC farms,this paper explores the feasible solution to promote urbanization in XPCC farms.According to the distinction in production between field-crop agriculture and facility agriculture,the author uses research methods provided by public policy theory to design a policy system,in which agriculture structure and spatial adjustment serve as the core policy,and a set of policies including land transfer,company village integration,master plan of farms,transportation,housing,and financial aid as the support.The efficiency,logic consistency,compatibility with current policies,and enforcement risks of the policy system are evaluated subsequently.By clarifying the different types of population-land relationship,this paper identifies the scope of application of the suggested policy system,and rethinks the traditional urbanization driving mechanism theory in agricultural area.
