Facing the main dilemmas and the actual pressure of public cultural service demand and supply,the current practice of public cultural governance in developed countries has a high guiding value for the governance of public cultural services in China.In reference to the format of operation and the degree of cooperation between government and the society,the governance of public culture in developed countries can be summarized into three models,i.e.embedded governance,intermediary governance and decentralized g;overnance.While the cooperation between government and the society is the common feature,these three models have their own advantages and disadvantages.China should optimize government functions by clearly defining its roles and responsibilities and promote social participation by empowering the society.Public cultural services and governance can be enhanced by cooperative governance.
