圖書館館藏的本質近年來有了極大的改變，紙本及視聽媒體雖仍佔了目前圖書館館藏的大部份，數位資訊亦已愈形普遍與重要。圖書館如何從過去的汗牛充棟演變成今天紙本與數位館藏(位元)混合的景象？如何在經濟壓力及資訊數位化的衝擊下建立管藏發展新典範？書籍會從圖書館的世界中消失嗎？位元能像書籍一樣保存典藏的嗎？本文籍由文獻分析探討在新的資訊環境下，圖書館館藏發展所面臨的各種議題，包括：圖書館的經濟危機、刪訂紙本期刊、引進電子期刊、「使用權」與「擁有權」的考量、館藏的選擇、價格的評估、智慧財產權的問題、以及數位館藏永久何存的問題等。對於館藏發未來的展震，則提出從館藏管理轉移至內容管理、資源共享及合作館藏發展、建立全球性館藏等看法。數位資訊是新興的重要資訊來源，紙本資料也將繼續在圖書館內扮演重要的角色，可以確定未來圖書館的館藏發展應會朝向紙本與數位資源共存，實體和虛擬館藏並重的方向，圖書館必須發展出一種新的能力，透過實體(書籍)和虛擬(位元)的全球性館藏，提供讀者在任何時間、任何地點最合適的資訊，成為大學中的知領航中心。
The substance of library collections has changed in recent years. While trying to acquire traditional printed materials, libraries have spent great efforts the acquisition of electronic resources. Although the complete replacement of printing (books) by electronics (bytes) will not occur in the foreseeable future, the transition is gradual and is already noticeable. This article reviewed past trends regarding library collection development, analyzed and discussed some related issues such as economic crisis, serials cancellation, the conversion to electronic journals, access versus ownership, selection criteria, pricing, intellectual property right, and preservation of electronic resources. Finally, the prospects of library collection development for the future were presented.
