This is an exploratory and quantitative research covering the quality of living environment. The in-depth interview and focus group techniques are adopted in the research. Of those personnel in three listed construction companies that were interviewed, it was found that top management executives from different companies indicated the same perception regarding the quality of living environment. In addition, through the focus group discussion with the community residents, it was found that residents from different communities also claimed similar points and ideas in terms of the quality of living environment. A total of thirteen determinants are demonstrated, after the consolidation of opinions and comments from both groups, to cover the quality of living environment. In the comparison of the top executives’ perception and the community residents’ expectation and awareness towards the quality of living environment, it was found to have seven quality gaps. As such, this study defines, through the establishment of the quality gaps model, the quality of living environment. It also establishes the conceptual model of the living environment quality by combining the definition and the determinants. This research is a preliminary exploration in essence determinants of the living environment quality derived from the study is worthwhile in the future to be used to undergo a research of quantifiable investigation on site.
