　　　　　本文主要在探討我國就業保險政策的執行成效，我國自1999年開始發放失業給付，期間歷經多次的政策轉折，本研究即從失業率、失業給付、就業服務和職業訓練四個面向進行分析，並特別著重於對失業給付的評估。研究結果發現，我國就業保險政策較強調對失業者經濟上的協助，而甚少針對其工作技能進行培養。另外，政府所發放的失業給付並不能對失業者提供實質的幫助，反而會造成失業者的福利依賴性，研究者據此提出結論與政策建議。
　　　　　This study was evaluated the performance of employment insurance policy in Taiwan. The unemployment benefits was implemented from 1999, and amended by several until now. This study was analyzed by unemployment ratio, unemployment benefits, employment service and vocational training, and especially in evaluating unemployment benefits policy. The results revealed that monetary assistance was the core of employment insurance in Taiwan, but this policy was neglected to develop the vocational skill for unemployed persons. On the other hand, the unemployment benefit was no practical help for unemployed persons, it could make welfare dependency situation. The author got conclusion and suggestions at last.
