本文旨在探討一種回歸「公共性」的民主行政之內涵，將焦點置於其所蘊含的兩個核心理念：社會公正與公共對話，並且作者認為此與晚近西方興起之慎思熟慮的民主觀念相契合。作者論述的進行分為如后的幾個部分：首先，界定社會公正的意涵；其次，說明何以應將社會公正作為公共行政的核心價值；再者，闡述公共對話在治理當中的功能；進而說明，公共對話有助於社會公正的實踐；最後，作者將以反思當前公共行政的主流論述－－市場導向的治理觀念之限制，指出臺灣亟需發展一種慎思熟慮的民主行政文化。
This article attemps to advocate that the democratic administration must return to its nature: publicness. Author's discourse focuses on two core ideas: social equity and public dialogue. This article has several parts, includes: firstly, to define social equity; secondly, to claim that public administration need to base on social equity; thirty, to claim that the functions of public dialogue in governance; fourthly, to explicate that the public dialogue helps to practice social equity; finally, to indicate Taiwan's democracy seemingly towards populism by market oriented governance. Taiwan, therefore, have to develop cultures of deliberative democratic administration.
