以當今因應氣候變遷成為關注焦點的氣候治理而言,其中的「治理」概念,論者 強調其分權及協力的重要性;但根據一般公共政策的分類方法,「環境」與「氣候」 政策應是具有管制性的成分。如今環境議題與治理概念的結合形成「氣候治理」及其 對應之政策個案,究竟會呈現何種態樣? 為探詢前述之研究問題,本文利用文獻檢閱、專家諮詢、內容分析與深度訪談等 方式彙整資料;經由整體與單一模式的實證分析,無論是在權力、制度與管制等面 向,皆可發現權威模式的政策型態,在都市氣候治理的部分範疇中,相對較易受到政 府重視。 進言之,自2001至2010年間,年度個案總數整體呈現上揚的趨勢;其中2005年因 應京都議定書生效,是政策個案數大幅增加的重要時間點。在五都之中,以台南的個 案總數位居五都首位;從個別模式觀之,台南的個案數亦皆位屬前三名。此外,環保 局為地方政府中,負責氣候治理的主要局處。 整體而言,都市氣候治理因整合國家、市場與公民社會之複雜動態,未來應同時 採取匯集自治、供應、權威、創能等模式特色之系統治理觀點,俾利更完善與妥適地 提升都市氣候治理的能力。
If we scrutinize current “climate governance” for coping climate change, there will be a paradox. Commentators have emphasized the importance of its decentralization and synergy, according to general classification of public policy, the concept of “climate governance” represents a combination of climate and governance; which also means the contradiction between the regulatory mechanism as the essential of climate policy, and the collaboration mechanism as the essential of governance. Today, what shapes will the concept described above and the policy cases corresponded show? To inquire aforesaid research questions, using literature review, expert advisory, content analysis and in-depth interviews to analyze data. After analyzing data through combing concepts of “climate” and “governance”, governments show in favor of adopting authoritative mode of policy patterns on facets of power, system and control; viewing relevance of factors of cities, years and offices in authoritative mode from individual mode, reach statistically significant levels. Furthermore, the total number of annual cases show upward trend from 2001 to 2010; in response to the Kyoto Protocol become effective, which is an important time for substantial increasing in the number of cases. Among five municipalities, the total number of cases ranked first is in Tainan; from individual mode, Tainan is also ranked the top three. Whether viewing from the perspective of the overall or individual mode, the EPA is in charge of the main climate governance of all local governments. Overall, due to urban climate governance integrate complex dynamic of country, market and civil society, governments should simultaneously adopt meta-governance perspective which is characterized by authority, provision, enabling and self-governing, hoping appropriately promoting the ability to enhance the urban climate governance in the future.
