本文試圖指出實質公民參與對於民主政治的良性發展或有其助。特別是針對當下台灣公共事務運作所蘊含的後現代性—超真實及超商品化的危機而言，實質公民參與應是解決它們所呈現之民主流於表象的途徑之一。是以，本文首先解構台灣公共事務運作的後現代性，闡釋超真實和超商品化在政治當中的意涵；其次，從批判的角度析論此一後現代性對台灣民主發展造成的危機；再者，闡述實質公民參與的內涵並引介成功案例說明實質公民參之實踐的可行性。最後在結論部分則是扼要歸納實質公民參與對於解決台灣政治後現代危機的助益。
This article attempts to point out substantial citizen participation in public affair that it is good to development of democracy especially for Taiwan. The process of public affairs in Taiwan contains a kind of postmodernity so called ‘hyperreality’ and ‘hyper- commodification’ that them have caused some crisises such as deeplessness and superficiality of democracy, and unmeaningful conflicts for pseudo political issues. The content of this article includes following parts: first, to deconstruct the political postmodernity in Taiwan; second, to criticize the postmodernity for its damages to Taiwan’s democracy; third, to explicate the immanence of substantial citizen participation and introduce two successful cases to argue that the substantial citizen participation is not just an normative idea and it is also a practice; at the last, the author summarily explains why the substantial citizen participation should be a cure for political crisises of postmodernity.
