永續發展係環境治理之最終目標，而都市內分權則是其重要基石。以環境政策為主軸的都市分權治理不僅強調社區賦權與住民參與，亦同時重視公私協力夥伴關係。環境治理與民主分權密不可分。本論文的研究目的即是從都市內分權與環境治理機制的角度出發，透過深度訪談法與參與觀察法，探討台中市和平區大雪山社區在環境治理中所遇到的實務問題、制度困境、以及社區與政府之間的關係，從而檢視台灣的永續社區發展政策。
Sustainable development is the final goal of environmental governance, and intra-city decentralization is the basis of urban environmental governance. The decentralized urban governance for environmental policy not only emphasizes community empowerment and citizen participation, but crucially also public-private partnership. The purpose of this paper is to discuss the practical difficulties, system problems, and relationships between government and community of the Dasyueshan community in Taichung city. In order to get first-hand information, the research methods of this paper are in-depth interviews and participant observation.
