在這篇論文裡頭，我們先將介紹最基本的三種憲政體制，也就是總統制、內閣制、以及半總統制，進而探討其個別優缺點。接下來，我們想要了解的是，究竟在民主化的過程中，比較適合哪一種憲政體制。再來，我們要回顧臺灣人在歷來制憲運動的訴求。接著，我們要檢視與憲政改造有關聯的三種理念，也就是憲政主義、共和主義、以及多元文化主義。緊接著，我們要考察過去十五年來的七次憲政改造的努力。在提出結語之前，我們也要對於修憲的程序稍加討論。
We will start with a brief introduction of three constitutional systems, that is, presidential, parliamentary, and semi-presidential systems. Secondly, we will look into which one is ore conductive to democratization. Thirdly, we will review what constitutional proposals have been made. Fourthly, we will look into three related ideologies concerned here, including constitutionalism, republicanism, and multiculturalism. Fifthly, we will examine what have been accomplished in the past seven constitutional amendments. Before we offer our conclusions, we will also discuss the procedures employed for constitutional amendments.
