Following the adjustment in fisheries industry structure and the increasing demands of people for leisure activities, the authorities have initiated a policy of directing fishing harbors for multifunctional development since 1999. Till now, there are several fishing harbors restructured for multifunction. They are not only for fishery usage, but also provide opportunities for people to take recreational activities. Selecting proper harbors for multifunctional development will succeed in boosting local tourism economy. The purpose of this study is to provide an analytical tool to establish an evaluation model for the selection of fishing harbors for multifunctional development. This study uses fuzzy analytical hierarchy process (Fuzzy AHP) to analyze the evaluation criteria which are identified by decision makers. The results show that the potential of harbors becoming travel resources and performance of recreational function are the most important criteria. The less emphasized criteria are under-performance of fishery function, fishermen' attitude and alternative fishing harbors in the proximity. The outcome of this study is able to serve as a reference for the concerned authorities to select proper harbors for multifunctional development.
