This paper investigates the characteristic and performance of mobile distance learning. We propose the accessibility in time and in place as well as the accessibility improvement factor (AIF). Moreover, we design and implement a prototype system, which is based on 3G and WiFi networks, to support mobile distance learning and classroom live video functions. The performance evaluation shows that the prototype system can achieve 3.32 of AIF. From this study, we can conclude that students learning with more constraints on time and places would obtain higher AIF.
