In Taiwan, the average age is increasing from 75 years old of 1999 to 78.38 years old of 2007, there are 3.38 years increased within 8 years' the increasing rate of average age is 0.45 years. In the meantime, the born rate is decreasing from 1.289% of 1999 to 0.892 % of 2007, the low born rate have accelerated the formation of aging population society. The population aging makes the increasing seriousness of problems, and the first among these is the deterioration of health and mental function that occurs as people age.In general, about 75% of the elderly have one or more chronic diseases, of which dementia is one of the most common. Dementia is hard to detect in early days and may be missed the best curing time. Research on elderly persons with dementia recently carried out in Taiwan has found that the incidence of dementia among the elderly is about 4%. Problems specific to dementia include memory impairments, behavioral problems, other mental symptoms, and patients' inability to take care of themselves.Firstly, the study set up a Dementia Rating System' the system provides caregiver organizations with long-term health assessments for their elderly patients, enabling them to have a suitable care plan for patients with dementia by tracking trends in their physical and mental deterioration. Secondly, the study established a Indoor Monitoring System with Radio Frequency Identification (RFID), it monitored and avoided the elderly to stay alone' prevented them from leaving a facility unattended or entering hazardous areas as well. Finally, after the two systems have been set up, a performance evaluation system had been organized to assess whether the performance increased after two systems been implemented. A pair-T test was performed to investigate whether the establishment of the system impacted on the organizational performance.The results indicated that the dementia rating system and indoor monitoring system with RFID were effective systems to monitor the elders with dementia and avoid them to stay alone, prevented them from leaving a facility unattended or entering hazardous areas as well. The results of pair T-test also showed that there were statistically significant differences in four areas of organizational performance after the implementation of dementia rating system and indoor monitoring system with RFID. Among them the customer outcomes had higher T value than employees, process and financial outcomes The results figured out that 也e implementation of this informational system had significantly impacted on organizational performance, especially customer outcomes.
