ABSTRACT The industrial cluster of the Information communication technology (ICT) industry gradually shapes science parks around the world. Some studies have pointed out that science parks integrate the functions of both the industrial park and the incubator center. Science parks can shorten the learning curve and increase production efficiency using the cluster network. Science parks can also improve the misallocation of study resources and strengthen their commercial abilities by cooperating with nearby universities and/or research and development (R&D) centres. For example, the Taiwan government sets up the Southern Taiwan Science Park (STSP) and the Central Taiwan Science Park (CTSP) to solve the overflow problem of the crammed Hsinchu Science Park (HSP). Since STSP and CTSP have contributed the cluster to the optoelectronics industry, enterprises desiring to reside in CTSP should keep close ties with the Hsichu science park. Enterprises may prefer maintaining or expanding the original network relationship, rather than initiating a new network relationship. This study analyses the valuecreated model and the partnership among enterprises by the proposed value-created system of science parks and proposed development strategies. DEMATEL (Decision Making Trial and Evaluation Laboratory) was applied to analyze the relationship structure of four aspects (human resource aspect, technology resource aspect, investment environment aspect and market development) and 28 criteria were proposed to build the relative decision map of science parks. This study used three real empirical science parks to compare the satisfaction/importance degree and relationship structure of the valuecreated system for three science parks (HSP, CTSP and STSP). Results revealed the spillover effect for three science parks. As a result of this study, we have provided improvement and development strategy recommendations for governments and authorities.
