Occupational health examination plays an important role in occupational health services. The purpose of this study, based on regulation theory, is to explore the problems of labor physical examination, and propose strategies to enhance the quality of the labor health examination and institutions.In-depth interviews with 16 stakeholders,include employees,union representatives,managers of enterprises,and executives of medical care facilities. Department of Health and Department of Labor are against the undesignated medical organizations joining in the health examination market. The reasons are the fear of the deterioration of the quality of the labor health examination, the serious price war, and the inspecting quality of the smaller medical organizations. As a result, the company would not be able to choose the assigned medical organizations. We identified several problems evident in the current system of the occupation health examination, and made policy suggestions for improvement.
