Due to the invention of the Internet, the spread of the media grows every day, and so people see the possibility of new horizons in the field of knowledge. It’s possible to create a virtual learning environment that encourages cooperation with different branches of business to search for knowledge in their workplaces. Based on the premise that study may interfere in aspects both economic and cultural, “distance education” (E-Learning) has been considered as another choice to express the challenges of training and qualifications of many interested parties. From this perspective, a case study therefore was formulated to focus on teaching and learning using the E-Learning tool in Cacoal City, in the State of Rondônia, Brazil. This paper displays a virtual teaching and learning environment with consistent criteria where the possibility of qualifying labor in their own establishment is present. The research quest is to consolidate this work by means of the existing concepts in System Theory and Contingency Theory. For this case study, five collaborating establishments operating in the market for more than thirty years have been investigated, in order to enhance the actions, in the sense that an E-Learning consulting can enhance access to information for collaborators and micro and small entrepreneurs in Rondônia State by E-Learning tools. The obtained results indicate that even in a place with difficult to access locations, E-learning can provide its residents access to knowledge without being absent from work.
