自一九七○年代開始，新興工業化國家(尤)其是亞洲四條小龍在經濟有展或工業化方面的成就為學術及實務界研究的焦點。大多數研究學者為強勢的國家在發展過程中扮演十分重要的角色。所謂重商主義模型或國家中心主義模型應運而生。臺灣在日據時代已發展成極端依附日本的關係。一九五○年後，中華民國政府在經濟發展歷程中扮演十分強勢的地位，主導經濟發展的規劃及執行。重商主義模型在此得驗證。與其他開發中國相比，中華民國在臺灣的成就的確十分驚人，其所獲致之經驗也可作為其他第三世界國家發展之參考架構，然而遵循重商主義模型所制定之政策並不必祭保證其能獲得勝利。
