　　　　　在國民普遍欠缺妥善制度性經濟安全保障之情況下，我國確有建構國民年金制度及進行勞工退休金改革之必要。就此，本文有系統地探討國民年金與公積公金制度定位與功能、概念以及制度類型，並以其為基礎，就制度複雜性、行政成本、個人公平性、社會適當性、所得重分配效果、世代正義問題、政府財政負擔、受雇者與雇主負擔、提撥金支配權、殘障與遺屬保障、以及基金管理風險等效標進行模式比較。 文中，年金制度區隔為恩給制、保險制、福利制與儲金制等四大類型。狹義界定之國民年金，非屬福利制（主流），即為社會保險制；就制度類別而言，其可涵蓋統合式（南韓）、殘補式（日本：1961-1986 ）、普及基礎式（日本：社會保險制；丹麥：福利制）以及雙層式（瑞典）等四種模式。而儲金制則區分為公積金制（封閉型、半封閉型、開放型）與個人儲金制。前者以新加坡的開放型公積金制聞名於世，後者則以智利的個人儲金制（智利模式）著稱，緣於前者之相對優越性，在儲金制方面本文乃側重於新加坡模式之探討。 基於模式比較與探討結果，本文建議，未來我國宜修法採開放型公積金制度以取代現行對廣泛勞工欠缺實質保障之退休金制度。在國民年金方面，則宜採立基於特定稅收（特別是資產稅、證交稅、證所稅）與公平正義分配原則而具有所得重分配功能之福利年金制度。
　　　　　Ever Since the Implementation of the National Health Insurance Program in 1995, the Build-Up of a National Pension Scheme as well as the Labor Retirement Economic System Reform Have Become the Major Concerns Regarding the Social Policy in Taiwan. For the Theoretical and Practical Purposes, This Study Tries to Analyze the Concepts of Pension, National Pension Scheme and Provident Fund, Then to Analyze and Compare Different National Pension Schemes and Provident Fund Schemes Around the World. Based on the Results of This Study, the Author Recommends the Proper Authorities to Take the Provident Fund Scheme Like Singapore Model into Account for the Reform of the Labor Retirement Economic System and Take Denmark or Canadian Model into Account for the Setup of a National Pension Scheme in Taiwan. However, the Reform of the Labor Retirement Economic System Should Have Priority Over the Fulfillment of a National Pension Scheme.
