     本文曾發表於第四屆警察大學行政管理學術研討會(85年5月22日)。時值我警政 高層提出中央警察大學與臺灣警察專科學校兩校合併政策,雖現階段兩校並無明顯的合併計 劃,本文所發展之理論型模(model)仍可提供本校及警察組織未來發展之理論依據。尤其凍 省或省虛級化後,省警政廳刑事警察大隊可能成為第一個受到裁撤命運,同時成為與警政署 刑事警察局合併的單位(見中國時報86年2月11日2版)。冀望合併之程序不若當初警政署與 警務處,刑事局與省刑大分立時發生組織成員抗拒之情形,而以漸進方式,循本型模進行組 織合併,當可提高警察組織績效。
