題名:變局與新勢: 臺灣省政府組織變革方案之探討

     在省府功能業務的調整方面,本文提出幾個方案的建議,主要以全部由中央概括 承受與專業功能式組織兩模式為建議方向,其中中央概括承受原則主要是著眼於立即穩定的 功能;專業功能式組織著眼於全盤的業務檢討。 方案一:全部由中央概括承受 方案一可謂「一個機關兩塊招牌」,實質上省府所有組織與中央的對口單位完成合併,各廳 處業務與人員完全與中央部會整併。在最初階段不需進行業務檢討,亦即不會發生「挑精撿 肥」之情事,二來省府人員全部納編為中央人員、穩定人心,三來仍留原在地辦公,家庭與 子女可以獲得妥善的照顧。 方案二:專業功能式組織型態 方案二建議臺灣省政府朝向專業功能組織型態調整,處理跨縣市區域問題,在功能上,中央 政府負責決策的功能,臺灣省政府負責規畫、監督、協調、與聯繫的功能,而縣市地方政府 主要負責執行功能,三者之間發展出「協力合作團隊的夥伴關係」而非上下層級關係。
     Since the revision of the Constitution on August 1997, the status of the Taiwan Provincial Government has become the center of debate and power struggle. The major problems among four level governments are function divison and integration problems and the domination of the central government in the intergovernmental relations. The revision of the Constitution had changed the rule of game, and the Provincial government is facing the threat of survival and the uncertainty of the future.Under such circumstance, this research recommends two organizational alternatives for the Provincial government to transform its functions and organizational structure. The first alternative is the complete merger with the central government. Then, the legal status of the Provincial government has only symbolic meaning. The advantages of this alternative are the elimination of one lvel of government immediately and the recovery of trust toward the central government among public employees. The second alternatve recommends the Provincial government to transform its function toward a kind of professional organization style mainly dealing with the across district problems. The Provincial government can have the functions of coordination, planning, and oversight. Based on the professional expertise, the Provincial government can develop a partnership with the central government and the county government.
