題名:生產網絡與學習型區域 ─台中工具機產業轉型分析

本文企圖從區位的角度,考察1980年以後台灣機械產業的再結構力量。從這個角度概觀台灣工具機的發展歷程,所謂技術學習、技術累積與產業再結構等議題,都是區位意涵的。這包括指出產業區位的集中趨勢、區位集體效率的形成、生產網絡結構的變遷、以及對產業競爭力與區位優勢等面向的說明。本文發現,在區位基礎所構成集體的技術經驗累積,傳統工具機產業獲得再結構的方向。本文主張,這種再結構的歷程,乃是一個持續學習的發展過程。區位產業傳統是一個演化的發展成果。因而,任何一個組織、制度、與政策力量意圖進入這個產業區位,並建構特定產業網絡以及發揮其影響力,都需要經歷長短不一的調適學習期。
本研究指出,1970年代前後,中部地區工業區位成型的條件(尤其是金屬加工的部份),得力於金屬加工的支援系統與加工專業區的成形。同時間,國內傳統大廠也開始逐漸在中部地區茁壯。這些區位的產業要素一開始並沒有明顯的因果關聯,但是在歷史發展中,區位中卻提供密切互動的可能性。由於低階外銷機種需求量擴大,以及新的工具機生產方式出現,各種力量共同湊成進一步區位工具機生產要素的積累,技術黑遂也從母廠大量流出到區位中,形成高素質的區位加工傳統。
這些區位條件形成幾個學習效應:1、廠商(母廠) 放棄黑手意識型態,朝向外包,形成區域產業網絡。2、廠商(協力廠)相應於加工量的擴大與交期壓力,協力廠的體質逐漸再結構。3、公共研發機構學習改變,以及與業界合作策略的長期調整。這些條件在1990年代中期,促成台灣工具機在台中區域形成學習型區域。
